The theory that US-run bio labs in Ukraine were developing COVID-related diseases as part of a plan by Dr. Anthony Fauci to release a new pandemic on the world was debunked by the mainstream media as “QAnon conspiracy theories” and “Russian disinformation.” But testimony by a US government official in front of Congress has revealed that at least part of this “conspiracy theory” is, in fact, true.

An admission of guilt

On Tuesday, the US government admitted to running the labs when the Undersecretary of State for Political Affairs Victoria Nuland testified before a Senate Foreign Relations Committee hearing on Ukraine in Washington, DC, and said that the United States was working with Ukraine to prevent invading Russian forces from seizing biological research material. 

“Ukraine has biological research facilities, which we are now quite concerned Russian troops, Russian forces, may be seeking to gain control of,” she stated to the US lawmakers on March 8. “We are working with the Ukrainians on how they can prevent any of those research materials from falling into the hands of Russian forces should they approach,”

Accusations of biological warfare before it occurs

Despite the admission that the US was running the labs in Ukraine, Sen. Marco Rubio asked Nuland if the Russians would more probably be responsible should a biological or chemical weapon attack occur inside Ukraine. Nuland responded, “There is no doubt in my mind, Senator.” 

Western media had labeled this claim made by Russia and China as Russian disinformation. Politifact and Snopes fact-checkers labeled the claim as false, stating, “There are no U.S.-run biological weapons labs operating in Ukraine.” Twitter suspended accounts for posting this claim. Politifact went further, citing an “expert” as claiming that this was part of a long-running disinformation program of “spreading the false claim that the U.S. has Biolabs along each of their borders, insinuating that America is responsible for unleashing COVID-19.”

Cures, not diseases

“While the U.S. may provide funding to upgrade or build labs in other countries, the labs are run by the partnering nations, and the program’s goal is to prevent biological threats, not create them,” Politifact concluded. “We rate this claim False.”

USA Today fact-checkers also labeled it as ‘false,’ citing Politifact as an “independent fact-checking source.”

The prestigious Foreign Policy site described it as a “discredited QAnon conspiracy theory.” The article called for the claim of US bio labs in Ukraine to be removed from the internet by “regulated social media networks” as it appeared on “unregulated platforms such as Telegram and 8Chan.”  According to Foreign Policy, the theory of labs in Ukraine was based on Russia’s intention to “destroy bioweapon-manufacturing labs to prevent the American infectious disease expert Anthony Fauci from creating a sequel to the COVID-19 virus.”

Pathogens and toxins of security concern

It should be noted that the website of the US Embassy in Ukraine describes the “Biological Threat Reduction Program” run by the Department of Defense in conjunction with the Ukrainian Department of Defense. The program runs an unspecified number of laboratories to handle “pathogens and toxins of security concern.”

The website stated that the lab in Ukraine was involved in “Risk Assessment of Selected Avian EDPs Potentially Carried by Migratory Birds over Ukraine.” Coronavirus and severe acute respiratory syndrome (SARS) are avian viruses. The lab also researched the Crimean Congo hemorrhagic fever virus, closely associated with COVID-19.

Last week, the Russian Defense Ministry claimed that there was “evidence of a US-financed military biological program developed in Ukraine.” Moscow said the lab was “revealed during Russia’s special operation in that country.”

Destruction of batches of pathogens

Russian Foreign Ministry Spokesperson Maria Zakharova released a statement that her government received documentation from employees at the laboratories confirming the destruction of batches of pathogens, including plague, anthrax, tularemia, and cholera. Zakharova claimed the US Department of Defense funded the laboratories as part of a biological weapons program. According to the Russian foreign ministry, the pathogens were destroyed to hide evidence pointing to the United States and Ukraine violating Article I of the United Nations Biological Weapons Convention.

The Russian government claimed the Pentagon has been carrying on with a project called “Diagnostics, Surveillance, and Prevention of Zoonotic Diseases in the Armed Forces of Ukraine,” costing $11.8 million.

China demands answers

On Tuesday, the Chinese Foreign Ministry called on the United States to release its biological laboratories in Ukraine.

“According to the data released by the US itself, the US has 26 biological laboratories and other related facilities in Ukraine which has indeed attracted great attention,” Foreign Ministry spokesman Zhao Lijian said at a news conference in Beijing.

He said that U.S. bio-military activities in Ukraine are only “the tip of the iceberg,” he said. “Under various names, the U.S. Department of Defense controls 336 biological laboratories in 30 countries.”

At the same time, Xinhua News Agency, the official state press agency of the People’s Republic of China, reported on Wednesday that it had been “confirmed” that pathogens from deadly diseases stored in US-funded laboratories in Ukraine had been destroyed.

The nuclear threat

Confirmation of the Russian claim of US bio labs comes just two days after Russia claimed that Ukraine was close to building a plutonium-based dirty bomb nuclear weapon. The US government also denied this claim, which claimed it was disinformation.

It should be noted that until the Soviet Union collapsed in 1991, Ukraine held about one-third of the Soviet nuclear arsenal totaling approximately 1,700 warheads, giving the country the third-largest nuclear arsenal in the world at the time, as well as significant means of its design and production. In 1994, Ukraine agreed to destroy the weapons and join the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
